A meeting of the wall committee ( Barbara and Steve) and Veronica was held on 10 Nov. Antonio was
invited but he did not attend. The purpose of the meeting was to show Veronica and Antonio the items
mentioned in the report provided last April. It is up to the council to decide if they want to proceed with
repairs and reminders.
Our inspections were meant to be limited to the casas mentioned in the report ( that we were able to
access). It was obvious that the inspections would go beyond the mandate of the wall committee as we
noted other items at the mentioned properties and nearby properties. We were not able to see casa 50.
It is my understanding that Veronica will be contacting casas 35, 9, 8, and 7 re: painting of the brick part
of retaining walls and possibly the casas also. I believe she may also contact casa 3 re painting of the
casa and casa 1 concerning removal of a vine growing into the boundary wall. Rita and I went onto the
roof of casa 6, to view casa 7. This casa was recently painted but the parapet walls, cupolas, brick
dividing walls and upper retaining wall and the west front wall of the property were not painted. I wrote
to Veronica to confirm my understanding of what she would follow up on and I copied Joan ( AC chair).
Also, Veronica and I and Rita discussed the colour of casa 8. I suggested they speak to Joan about this.
Casa30 – During the wall committee inspection in April, this casa’s walls were inspected along with most
other casas. In September, Joan asked that I visit the property with her. She had a visit from the owners
and received a copy of the letter the owners of casa 30 sent the board. She was not sure that the
matters raised were under the mandate of the Architectural Committee. She shared a copy of the letter
with me. I was shocked to read that they state Steve and I told them to cement in their back retaining
wall. This of course is not true. I was further surprised that no board member seemed to notice this
statement in the letter.
On visiting the property we saw that the whole of the back retaining wall has been cemented in. In
addition, a roof was built over the back walkway with a drainage system to divert water coming from
casa 36 into their drainage system. We were told that silt from above was coming down the drainage
system and into their drainage system. They were in consultation with Veronica. They did not approach
the wall committee nor did they submit an RFA for any of this work. Further, Heidi showed me a pipe
coming out of the bottom corner of the east end of the wall. She said that every time it rained, there
was water coming out of the pipe and flooded their back walkway. I told her I believed it was part of the
drainage system built in when the condominium was built. I said I would return with Steve when he
returned on 6 Nov. so I could have his professional opinion on all these matters.
When we met with Veronica, she and I compared notes and were confused due to constantly changing
statements from casa 30 and wondered if any further action was necessary concerning the water
coming from casa 36.
During our visit on 10 Nov. we met with the owner, Steve. I advised him he should have the brick wall
above the rock retaining wall painted. Steve ( wall committee) declared that the back retaining wall that
had been cemented in, was structurally sound and drainage should be okay if the white pipes were kept
clear. They were not at the time. I stressed that the cementing in of the retaining wall was irregular and
the board would have the final decision on whether this would be allowed. I was surprised to find that
the drainage pipe in the wall at the east end that I had thought was part of the drainage system from
above was completely cemented in. Again without consulting anyone. Steve, the owner declared that
there was never any water coming out of this pipe which was in direct conflict with what Heidi had
previously said. Veronica has a video which shows this area before the cementing in. Steve (wall
committee) was not sure if this was okay as he had not seen it before and doesn’t know if it was working
as drainage or was plugged up.
In April, I undertook with Steve, to look at as many retaining walls and dividing walls as possible. As
stated in our report, most residents are maintaining their walls. We do not see any need for further
inspections of these walls.
