30-Apr-2022 report to Administrative Council
27 April At Antonio's request, I arranged a meeting between him and Brad on 27 April, where they discussed the work to be done. I was along to observe. Brian attended and this gave Brad and Antonio the opportunity to explain the plan to him and detail long term work they believe is required.
If this emergency work is done, this may not be the end. There are other areas at risk. Last October, mud and water came through the wall at casas 30, 29, 17 and 6. The Arroyo has changed its course and may do so again.
Brad, Bing and Antonio all agreed that some protection for our wall can be achieved by straightening the road and the Arroyo. Three to four trees would have to be removed to achieve this. To complicate matters, Simapa has installed a drain down the east side of the road. And then there is the issue of where the water goes when it hits the Carretera.
You may be aware that there has been some work done on the road adjacent to the Arroyo. This was done by a group of neighbours who live on the road and want to improve it. I have asked Veronica to arrange a meeting with them to see if we have any common ground.
I have also asked Veronica to write to CFE to bring their attention to their poles in the arroyo in the case of further erosion.
On 26 April, Veronica presented our petition to the Chapala City Hall and on 28 April, she was able to speak to the mayor in person about our Arroyo. Antonio is pursuing this also through a different channel. Veronica has tried for 6 years through 3 administrations to get the city's attention to maintenance and improvement of this Arroyo. So far, nothing has been done.
This report has focused on the most pressing problem but this will not end here. Going forward, the board and the community will have to decide on a more permanent solution to the issue of the arroyo along the west wall and continued maintenance to the many walls in and surrounding Los Sabinos.
The Council accepted Antonio's quote for 144,000 pesos and work started on 12 May 2022.
